Responsibilities

WebMD Health Services Senior TechOps and Security Project Manager will be a key member of the newly created Technology Program Management Office (PMO), and assist in growing it into a high performing, professional project delivery team. This position reports to the PMO Director. In this role you will be responsible for planning, leading, organizing, and motivating the technology project teams to achieve a high level of performance and quality in delivering products providing exceptional business value to users. 
 
In this role you will:
  • Manage multiple work streams, milestones, and project meetings for a cross-functional team consisting of TechOps, Compliance, HITRUST, and InfoSec.
  • Collaborate with the technical operations & Security teams, Network Engineers, DBAs, Sys Admins, Release managers, Architects, & WebOps  to manage their backlogs and ensure that the critical initiatives & production issues are getting addressed in a timely manner. Escalate risks & issues promptly and proactively whenever possible
  • Support the TechOps & Security teams to ensure a successful solution implementation in compliance with Technology Operations, PHI/PII & HITRUST requirements.
  • Create, and contribute to key process improvement initiatives for the PMO and/or conduct larger scale, cross-functional initiatives designed to improve delivery effectiveness, visibility, and metrics based reporting.
  • Drive definition and re-definition of processes / techniques to achieve a faster time to market for product & technology delivery and the implementation of new methodologies when and where.
  • Ensure key departmental performance metrics are defined and achieved to support an overall commitment to continuous improvement (project definition cycle time, on-budget, on-time, etc.).
  • Manage the project financials including labor and non-labor forecasting as well as actuals tracking & reconciliation.
  • Manage project plans in MS Project as well as the project backlogs in JIRA
  • Report on project performance metrics and operational statuses tor all levels of the org including executive level
  • Escalate and provide visibility to the issues that delay or block own teams as well as impact other teams
  • Communicate quickly, upwards & laterally, when planned backlog items get reprioritized
  • Identify, and continually assess inter project and inter org risks & dependencies
  • Partner with internal & external vendors/consultants where appropriate to ensure proper coordination, resource allocation, cost control, and service level compliance.

Qualifications

Experience:
  • PMP practitioner or CSM at the Scrum Master level or higher  
  • A strong Agile project management and Scrum master background, with demonstrated experience in at least one Scaled Agile transformation
  • 10+ years of experience managing large, complex enterprise-level projects consisting of multiple onshore & offshore agile teams comprising of technologists, engineers & architects
  • A proven track record of successfully implementing software or web development projects using SCRUM/Agile methodologies including 5+ years of experience as a Scrum Manager managing large, complex projects in a high-tech development environment with multi-function teams.
  • Experience overseeing multi-functional project teams with at least 5-10 team members including Developers, Business Analysts, and QA Personnel.
  • Performance & status reporting via JIRA, Excel and other PPM tools (subjective and objective metrics-based)
  • Have successfully thrived in an enterprise-wide transformation amidst ambiguities & fast paced changes
Skills:
  • Proven ability to anticipate bottlenecks, and make tradeoffs, which balance the business needs with technical constraints.
  • Maturity, high judgment, negotiation skills, ability to influence, analytical talent and leadership are essential to success in this role.
  • Track record of leading multiple teams to ship software over successive releases to external customers/consumers on time and within established timeline
  • Track record for being detail-oriented with a demonstrated ability to self-motivate and follow-through
  • Excellent oral and written communications skills and experience interacting with both business and IT individuals at all levels including the executive level
  • Creative approach to problem-solving with the ability to focus on details while maintaining the “big picture” view
  • BS/MS in Computer Science, Engineering, MIS, or related field, or equivalent work experience
  • Solid understanding of and demonstrated experience in:
  • Jira, ITIL, Service Now, Manage Now, Rally, VersionOne or equivalent;  
  • Excel, Word, Confluence, Microsoft Project, and Visio (or similar) tools
Requirements:
  • SAFe certified (SA, SP, SPC4, SSM) or CSM with Scaled Agile experience
  • BS/MS in Computer Science or related field, or equivalent work experience
  • Solid understanding of and demonstrated experience in:
  • Jira, Rally, VersionOne or equivalent; JIRA preferred
  • Excel, Word, Confluence, Microsoft Project, and Visio or similar tools
